Delete large area with pencil in Notes
Is there any way to select a large area to delete by drawing boundary around it, using the pencil?

Yes.
In the iOS sketch mode palette, use the selection tool/pen, that is right after the eraser tool/pen, draw a complete boundary around the area to be modified.
Double tap the Pencil inside of the boundary area.
A pop-up block of options appear, tap delete to delete the items within the boundary.
