Ordered iPhone and it is stuck on iCloud lock. Is there a way to unlock or yall to contact the owner to see if it was stolen and sold to where can get it back or either if they dont want it to be able to wipe it to use cause money wasted and cant use it

Ordered where? From what store? Was it a sealed new phone? Have you got a valid invoice?
If you have a valid purchase proof then you can call Apple Support and they'll help you.
If you purchased it in some marketplace, used device, or you can find the seller and ask him to unlock the device. If you can't find the person, then it's lost.
Not sure it was either amazon or ebay i think but stepson ordered it and don’t think it will let him contact the person now. The person claimed it was damaged so they repaired it but if that was case i dont think would be locked because every part would have had to be replaced.
Where did you buy it?
