Yes, your iPad certainly can provide power via USB-C to charge an external device. However, be aware that this will obviously impact the available battery endurance of your iPad.
I have not, to date, managed to find an absolute source power specification - and neither have I tested this capability. However, the iPad capabilities are known to be able to source 5V and standard PD power profiles over USB-C.
Quoting directly from Apple’s own documentation:
Away from a power outlet and need to charge your iPhone, other iPad, Apple Watch or third-party USB device? Just connect the right cable or adapter to iPad Pro to share its long-lasting battery with your other devices:

@LotusPilot
you are meaning to say that this is incorrect I use my iPad Air Daily I can’t charge my iPhone with it + I also cannot charge any other device I tried to connect AirPods Pro with my iPad Air 4 th gen using USB type C to Lightning cable surprisingly it wasn’t charging.

I obviously cannot comment upon your own experience or setup - other than to refer you to Apple’s documentation.
An explicit feature of Apple’s USB-C implementation for iPad Pro, in addition to being able operate in Host/DFP and Peripheral/UFP modes, is the iPad’s ability to source power - specifically to charge other devices such as iPhone over USB.
You can’t do that. iPad Is not a power bank. You definitely can’t charge even if you try it says can’t connect to this device it requires high power
Thanks Sir
More question,
I saw information from apple website about iPad could charge for iPhone, is it mean the iPad can output 5V /?A only ?
