Error trying to make purchase through Windows iTunes Store

I got this same error a few weeks ago trying to sub to iTunes Match and eventually gave up when I couldn't find a solution, now I get the same error when I try to purchase music or movies. I have purchased a few albums within the last year on the same Windows PC through the iTunes Store. I have a Windows 10 PC and iTunes from apple.com and iTunes is fully up to date. But now for some reason I get the same error when I try to make any purchase on this PC in iTunes.

Reboot your router and computer. Try Edit > Preferences > Advanced > Reset Cache. Make sure that you clock and regional settings are correct and disable any VPN software.

Ah, use Help > About iTunes to determine what version you are running. You should be on 12.6.5.3 or 12.7.2.58 or better to access the store properly. See Troubleshooting issues with iTunes for Windows updates if you have any trouble updating.

I tried what you suggested with no luck. I think you may be right when you responded to my same issue with iTunes Match error (same error code) I need to rebuild iTunes from the windows store. My iTunes install is from the apple website more than 8 yrs ago.
