Do you need Bluetooth on to use Airpods 2 because mine will not connect without Bluetooth on and i bought them from someone and i think their fake

I think mu airpods are fake but can you connect airpods without Bluetooth on on iPhone?

Yes, bluetooth has to be on to connect to any bluetooth headphones.
