The device I’m looking at getting is “StarTech.com USB 3.0 to HDMI Display Adapter 4K Ultra HD, DisplayLink Certified, Video Converter with External Graphics Card - Mac & Windows (USB32HD4K)”.

Those devices require 3rd party software drivers to function. If the driver supports your version of MacOS it should work. StarTech lists compatibility with 10.6-10.12 and 10.14-11.0, so as long as you aren't running High Sierra their's should work once their software is installed.

it depends, unlike thunderbolt, usb does not carry video signals so to use e normal USB port as video output one needs to purchase an usb video card which would have an hdmi or DisplayPort connector, and that would require the usb video card manufacturer to have made an Macos device driver in order for it to work

if startech as a working Mac driver it should work, mind you usb video cards may not provide the same performance in terms of 3d speed as a real video card
