Setting maximum volume

I have been using my AirPod pros for skiing and the volume will randomly go up to full blast while I am on a run. How can I protect my ear from this happening? Where is the max volume setting that used to be on my iPhone? Why did Apple get rid of it?

Go to Settings > Accessibility > Audio/Visual > Headphone Accommodations. Turn on Headphone Accommodations. Choose how you want to apply your custom audio settings: Turn on Phone to apply these settings to phone calls, FaceTime calls, and any third-party video call apps.
