Use a Computer:
I see you're device is an iPhone (a mobile device). So, use a computer, rather than a mobile device, instead to perform the change, as it would be more user-friendly doing so.
Use a Web Browser:
Contact the Manufacturer:
If need be, contact the manufacturer of the router, asking them how to do so.
I have the full fan of connectivity, getting “network failure” on some apps, or permissions denied; don’t know if it is a problem with the Apple Iphone XS Max that I have, the router from my ISP, or that it needs to be updated

Please start your own question here, as the weak security message being discussed in this thread is different from what you're encountering—weak security Wi-Fi networks can and do work, they are at higher risk of "just" leaking user data.
When you re-post your question, please indicate whether this is specifically with this iPhone, or whether this is happening to all devices and computers connected to the same Wi-Fi network. Also list what troubleshooting you've tried.
If you're using an add-on VPN client app, or an ad-blocking app, remove those apps, and try again.
But again, intermittent Wi-Fi connectivity is not related to an iPhone grumbling about weak Wi-Fi security... Different question.
Contact the manufacturer of the router for a manual or directions on how to set it.
If you have an old Wi-Fi router provided by your ISP (and that you’re possibly renting from your ISP), check with your ISP about obtaining a replacement router.
