When it says "each family member uses their own account," is that referring to their own Apple ID? This does not seem to be the case, which makes my partner have to sign in using my ID.

Yes, it means each person uses their own Apple ID. If this isn't working for you then obviously we would need to know more details about the situation and in particular any error messages.
