Apple Card "review" period

I lost my i Phone and needed to replace it. I am trying to take advantage of 6% savings associated with using an Apple Card. (Was told over phone that this could be done in Apple Store in a few minutes. <15) Apparently this does not always work. Now I read that "review" may sometimes take several weeks without any hint or feedback as to why. I have perfect credit and more than ample income. It is almost like they are greedily trying to get the extra 6%.

Perhaps it is because I applied in the store using my iPad?? (No Wallet App) Anybody know how this goes...
