If you were using iCloud Photos, you have to turn that feature on again in order to download the photos from the cloud. Settings>Your Name>iCloud>Apps using iCloud>Photos>On>iCloud photos>On. Bear in mind that if you were not using iCloud photos, that will do no good. It will not restore your photos to your device.

If you were including photos in the backup, you have to restore the backup in order to recover the photos
