Update required to use cellular data I currently cannot make or receive phone calls or texts

If it isn’t you need to restore iOS on your phone using your computer→Restore your iPhone, iPad, or iPod to factory settings - Apple Support, then restore your backup→Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
