Facetime live photo on Iphone

Person A with an iphone facetimes Person B with a Mac. Both have their facetime live photo permission enabled. But, if Person A tries to take a photo, it does not get saved in the Photos App. The usual on/off toggle trick on facetime or icloud photos does not work. Any one else faced this ? or is this a legitimate bug ?
