No, that is an illegal distributor of Apple’s proprietary software. The only way to download an ipsw legally and directly from Apple is through a paid developer account.

Everyone else does not have direct access to download an ipsw. Apple distributes them via the iPhone and iPad built in over the air update system, or via a computer updating through iTunes or finder (MacOS Catalina and Big Sur).

If you’re not a developer suing your Apple developer account, the only source of downloadable ipsw files are sites illegally distributing them. As I already said, such copies can have any and all sorts of malicious content bundled into them. So you download and use them at your own risk.

If you bypass the Apple built in update system and download an ipsw from a web site, yes, it can easily have all sorts of malware encoded into it.

The only legal and official source of ipsw files is via Apple’s update system. Anyone else distributing ipsw files is doing so illegally.

By following the correct procedures, iTunes/Finder will only download the correct/current version of iOS/iPadOS that your iPad can support.
