See -> If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support (for iPhone -> If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support)

You will need a Windows PC or a Mac and iTunes (or finder with MacOS Catalina or Big Sur) to erase it and reset the device.
