They are not. According to the Apple web site, Vodaphone and Ooredoo are the only Apple Authorized iphone sellers in Qatar.

You bought a used iPhone, not a retail new iPhone.

Did you buy it from Apple directly, or an Apple Authorized reseller? If not, it was not “brand new” as in never previously sold at retail. Only Apple Authorized sellers have access to Apple factory new devices.

You bought a gray market phone intended for use in the USA. Return it for a refund. As verification what is the model number?

It will probably lock the first time you reset or update it. The phone was probably hacked to bypass SIM lock, but the bypass is temporary.

What is the model number? And what does it say for Carrier Lock when you go to Settings/General/About?

You must have bought a carrier locked device.

Then you bought a stolen iPhone.

I don't believe they are, but it is an unlocked AT&T model iPhone so if you need warranty service you are going to have to take it to the US.

Then you lucked out! The only issue is warranty repairs, which shops in India will generally refuse to do.
