pdf converter preinstalled on macbook air 2020 not working

Did somebody else possibly install that app for you?

That's not a (pre-installed) app that I recognize from macOS Catalina.

The usual tool with PDF files is Preview.

Sorry, but PDF converter is NOT preinstalled. Is this the app you are referring to:

That is a third party extension/app and would not be pre-installed. Only Apple apps are pre-installed.

So, can you tell us exactly how this wound up in Safari (you also mentioned Chrome - was it downloaded with that?)

That appears to be a third-party app and something that was not pre-installed (by Apple), which means that app was either migrated over from a previous Mac environment, or somebody somehow installed it here, among other possibilities.
