Touch screen unresponsive to touch, cannot even power off

If iPad isn’t responding, do one of the following:

• On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
• On other iPad models: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.

I have same problem with IPhone X my work around is use side button to close screen and then open screen again, works for a while then I have to do it again. My firmware is up to date. It's funny this reminds me of when my battery would die after I did a firmware update. Apple are you trying to make me upgrade my phone?
