I’m tryna upload my photos to iCloud but I realize that my iCloud was full so I bought the 50GB storage and when I open the Photos app and went to my recents photos and scroll down it still says that there is not enough iCloud storage. iCloud Photos is Enabled in the Photos app settings also reseted the phone.

Check to make sure that even 50 GB is enough room. Don't forget that the same space is also used to backup all your devices plus anything you serve to iCloud Drive if you use it.
