You cannot. If you cannot unlock and get into settings to erase it from the general settings menu, then you must use a windows or Mac computer to restore it as a new device t erase it. You cannot use an iPhone or iPad to reset another iPhone or iPad.
And if you don’t know the AppleID and password used on that iPhone, then you will be unable to activate and use it. Erasing a device does not affect activation lock.
You can erase all content and settings using an iPhone via find my app as long as find my was enabled on the device.
Only if they know the AppleID and password used with iCloud and Find My on that other iPhone.
