When you add a cellular  Watch to your wireless account the wireless company will create a new phone number for their use but your  Watch will share the same number as your iPhone.

No,it uses your phones number to make calls and send texts and if its a cellular watch then it does this via an Esim built into the watch but still uses your phone's number.
