It's definitely important to be able to access your Apple ID! As we understand it, you're not able to receive a two-factor authentication verification code because it's going to your lost device. Is that correct?
We recommend checking this out to see if you can Get a verification code and sign in with two-factor authentication using another method. If not, you might need to start the account recovery process as shown here: How to use account recovery when you can’t reset your Apple ID password
