You must have a valid payment method, even for free apps, unless you have a NONE option listed in the payment methods in your account details.

I have the 'none' option selected, but I cannot download free apps. It keeps asking for apple ID username and password, but only presents a field for the password. It states the id has never been used in the store and will not progress.
We would need more info than this to make suggestions.
Describe the problem, and include as many details as possible. What device is this happening on? List any troubleshooting steps you've already tried.
This is an iPhone 8. OS 14.4.2
Trying to install a free app, a company phone management app. I search for the app in the store and click 'get'. When it pops up, I click 'install'. It requests a password to authorize this transaction. I enter my apple ID password and it seems to finish. Then an error message pops up that says "the Apple ID has not yet been used in the iTunes store, click 'review' to sign in.' I click 'review' and it asks to enter the apple id and password. However it only presents a password field. When I enter my apple ID password, it goes back to the erro message, 'the Apple ID has not yet been used in the iTunes store'.
That is usually the alert message that someone gets when they are new to Apple with a new Apple ID that has never been associated with buying content in either the App Store or the iTunes Store. It is looking for them to supply a payment method.
Is this your only Apple ID? Have you used this ID to buy content in the past?
I have no reason to buy any apps for this company phone. The ID has never been used to buy anything in the store. I have selected the option 'none' in the payment method for the apple ID. The thread above seems to indicate that I should be able to download free apps with 'none' payment method selected.
Normally that is the case, a None option is the payment method and you wouldn't beasked for an actual method until you wanted something that you had to buy.
To get past this issue, you may need to supply a bank card, which you should be able to remove later. Or baring that, enter a PayPal account to keep your bank info confidential.
I have a None option in my account and have added and changed payment methods and returned to None through the years without any problem. I currently have my PayPal account as I have a few subscriptions so I'm required to have a usable payment method listed.
I found that there was no birthday in my apple ID information. Once that was entered, it worked. I entered it by logging into the apple website using a PC. Manage your Apple ID - Apple
