Sign-in to Apple ID in Europe
I just traveled from the US to Spain and I keep getting an error saying AppleID can't connect to the server on my MacBook.

Responses were helpful, but none of the ones I looked through hit the solution perfect. Ultimately, Apple Support Chat was able to help me resolve.
Solution for me was to create a new Network Location while in Safe Boot Mode. I suspect it had something to do with virus protection software, like Trusteer or Malware Bytes or McAffee. Short description, in case someone else needs to try:
Boot into Safe Boot Mode: Restart and hold shift key until apple appears.
System Preferences - Network - Location: - Edit Locations - + - {pick a name for it, like LatestLocation} - {try again} - Restart

Do you have access to another WiFi network where you can try? That has worked for several people.
Which service are you trying to use? Some Apple services such as those providing media may not be accessible from outside the country where you normally reside. There doesn't seem to be any hard and fast rule where this actually applies in practice but the terms and conditions say:
