Apple tv 4k wont activate

I can not activate my new Apple tv 4k. It says “setting up your Apple Tv” and does not continue further. What can be the problem?

This is my second Apple tv by the way. The first one is still active.

Did you choose to set it up manually, or did you choose to set it up with an iOS device? If you chose the latter, check your iPhone or iPad to continue the setup.

Otherwise, and If it's stuck, then unplug it from power, wait 5 seconds, and plug it back in.

Thank you Phil0124.

I tried everything. I chose to set it up with my iPhone and also manually. I also reset my modem which was connected with a cable, I reset my iPhone, I tried to unplug Apple TV a few times but each time it stuck during the activation process. I think is a faulty device. Today I will replace it with a new one.
