Unistall Avira

I have a free version of Avira security and I am unable to drag it into the bin. I managed to do so originally but it seemed to somehow re-install itself....Further to this I am unuble to open the prvacy a security pane ...every time I click on it system preferences becomes unresponsive...I feel as though the two problems are related...I am runing cataliana 10.15

If the suggestion above works for you, then great. If not, there is another alternative. Avira does seem to have the ability to keep coming back after removal. It happens if all of the app's bits and pieces are not fully removed somehow. You can download, install and safely use the free app AppCleaner. Just open the app and then drag the Avira icon into the open window. You will be presented with a list of Avira app bits that are scattered throughout your OS, which you can ok to be removed. When done, nothing will remain and it will not come back. Been there, done that.
