Does Update Needed to Sync iPhone Update OS on Mac ?

When connecting my iPhone to my Mac mini it says I need a software update in order to sync the phone.

Will this required update actually update the OS on my Mac? I do not want to update my OS but would like to be able to sync my iPhone and other Apple devices.

I am purposely avoiding updating to Big Sur until I am 100% positive that all of my recording software and VSTi/AUi plugins will continue to work with no issues.

No. It's an iTunes driver update and won't affect anything else; you should still have a backup.
