Apple Music - songs are on iCloud, can see them from my Mac, but no song on iPad

I'm signed up for the free trial.

i can see that my song library on my Mac has synced with iCloud.

but on my iPad even after:

1) sign out of iCloud

2) sign back into iCloud

3) tell Music that I am a subscriber

4) re-start Music on my iPad

I STILL HAVE NO SONGS IN MUSIC ON MY IPAD. WHY?
