How can I disable Ask to Buy notifications on specific devices (Macbook) but still receive them on others (iPhone and iPad)?

You cannot. You enable ask to buy for an individual in your family group. Once enabled, then ask to buy is on for that individual regardless of which device the family organizer is using. That option has nothing to do with any device either person is using. It is a setting assigned to an individual in the family, so is completely independent of whatever device the organizer or the family member is using.
