Go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases - Change Deleting Apps to Allow.

It isn’t in Settings/General. The parameters for it are in Settings/Twitter. That can’t be removed, but if the app isn’t installed the settings don’t do anything.
