My Ipad mini flashes white screen with apple logo and then flashes pink and starts over occasionally shoes login screen but can

My Ipad mini is keeps showing a white/gray screen with the apple logo flashes blank pink screen briefly shows login screen (can't enter anything) then flashes blank pink screen again and then sarts the cycle again. I have tried hard reset but doesn't. I have tried to both update and restore with my Mac Air but neither works. Can you help me?
