Have Apple OnePlus Family. Would like to add our adult son, who lives with us, to the Family. But we all don't want his app purchases, for example, to go on our primary credit card on the account. We want his purchases to go to his card instead. We just want him to be one of the up-to-six-people we are paying the flat fee for, mostly so he can use the apple music and the iCloud storage without him paying separately for those.

that is not how purchase sharing works.
as the organizer you agreed to be the only payment method for the family and are responsible for all purchases.
family members can redeem iTunes gift cards to their account and that will charged before you are.
