It depends on which one you have.
A first generation model isn't capable of running 10.
A second or third generation model can only be updated to 12.5.2.
A fourth generation model can only be updated to 14.4.2.
A fifth generation model won't be on 9.

You most likely own a nearly 8-1/2-year old 2012 iPad Mini 1st generation.
These old 2011-2012 iPad models cannot upgrade beyond iOS 9.3.5/9.3.6.
Your iPad is too old for any more iOS upgrades/updates.

If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a new iPad model OR a much, MUCH “newer” and less expensive, used iPad models, from better known, trusted Apple product/device retailers/resellers, capable of running the latest iPadOS versions.
There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS..
