phone will not restore from backup

You can't restore from a more recent version to an older version. You can upgrade from an old version to a more recent one.

So for example if the backup was taken from IOS 14, then you can't restore it to a phone with IOS 13 or lower.

Question - Which version of iOS were you using when you created that backup file? It appears that the iOS version on your iPhone is an older version and therefore it cannot restore from the backup file which was created with a newer version. Try updating your iPhone first and then begin the restore process again.
