Thanks for clarifying that you don't have that option. It sounds like you might have restrictions enabled.

To check go to: Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps

Make sure that is set to allow.

We understand you have app that becomes unresponsive when you open it and you want to completely delete the app and reinstall it. We'll be happy to help.

Note: To make changes Content & Privacy Restrictions must be enabled.

To remove an app in iOS 14, you now have to go to the App Library and delete it from there.

keep swiping to the right until you reach the library, find the app, and delete it from there.

but you could also be blocked from it due to content restrictions.
