I purchased an app and downloaded onto one device. Why am I being charged for downloading on a second device?

I purchased a Scanner App and downloaded it to my phone. My husband tried to download it onto his phone - same Apple ID - and was charged again. I thought once I purchased an app, i could download to multiple devices as long as using the same id? Has that changed?

Normally, all sales are considered final, but you can ask for a refund.
