Flashing/flickering Touch Bar MacBook Pro 2019

Thank you for using Apple Support Communities. Based on your post, your MacBook Pro 2019's Touch Bar isn't working and seems to be flickering unexpectedly. We've got your back!

For an issue with the Touch Bar, we'd confirm it isn't hardware related by running a diagnostic on your Mac: Diagnose problems with your Mac

If that passes, without any errors, then you'd want to isolate the issue further by testing this out in safe mode: Start up your Mac in safe mode

Depending on the results, use the appropriate section, 'If the issue continues in safe mode' or 'If the issue doesn't continue in safe mode' here: How to use safe mode on your Mac

Isolate between users on the Mac by creating a temporary Administrator test user: Set up users, guests, and groups on Mac

If the issue doesn't occur in the new temporary Administrator user, then you may have something launching when you log in that's causing the issue. Check in System Preferences > Users & Groups > select your user > Login Items to see all the processes and things that launch when you log in. Remove any unfamiliar processes here by selecting them and then selecting the (-) at the bottom to remove them. Restart your Mac normally from the Apple menu > Restart to test it out. (See: Delete a user or group on Mac to remove the temporary user.)

If the issue does occur in the other user, then you know it's system wide and not user specific. Do you happen to have any third-party apps or processes running on the Mac when this occurs? How did it go when you tested this in safe mode? Also, your Mac meets the requirements for Big Sur, have you considered backing up and upgrading to this version?
