Liquid damage can't be repaired so you'll be offered a replacement at a price.

Face ID uses the rear facing camera.
The front camera is under glass. How did it fog up? Take it swimming?
No I tried to wash it off under the sink
Let it dry for a day and pray no damage was done.
It’s been drying for three days and it still doesn’t work
Then it's probably toast.
Have it examined by Apple.
Will Apple fix it

Water damage and damage caused by the user is not covered by any warranty.
Have any idea how much this will cost
About two thirds of new but they vary.
