Hi. I just added $25 to my Apple ID so that I could send my friend an iTunes Gift Card, but it won't let me send him the gift card.

You should have added the money through the option App Store / Your Apple ID Badge / Email a gift card
You can do it here and send it through physical mail, and give a cool sticker.
