Iphone hotspot sharing / iOS system update

I tried to share my iPhone’s hotspot with my mom to update her iPhone’s iOS system. Yet, it turned out that it didn’t work. It’s frozen in the progress.

Wonder if only when an iPhone is connecting to a real WiFi ( not from another iOS device) will it successfully update the iOS system.
