It will work in France if you buy an unlocked phone directly from Apple. Only Apple sells unlocked phones, so don’t buy it from anyone else.

Note, however, that if it never needs repair it can only be serviced in the US, so you would have to ship it to a friend or relative so they could take it to Apple.
