First try a restart, by temporarily disconnecting from power.

If that doesn’t bring a solution, and if the menu on the device is not available for a restore, then the device needs to be restored externally through a computer. For the Apple TV (3rd or 4th generation), users can do this themselves. For the 4K model (5th generation), you will need to contact Apple Support. Restore your Apple TV - Apple Support
