Connecting iPad 8thGen to Surface Book Laptop running Windows 10

How to achieve the device recognition by Windows. It does not look that the drivers get installed and iTunes does therefore not detect the device

To connect your iPad with your Windows computer, you will need to install (or update to) the most recent version of iTunes - as this includes the necessary drivers. iTunes also provides the means to synchronise and/or exchange files between your PC and Apple devices.

I tried with a regular USB cable and it worked (as prescribed above). As for why it does not work with the cable provided in the new iPad box which is a USB-C cable is beyond me... It feels like it should JUST work and for a minute the system is trying hard to make it work but it never goes through and keep resetting again and again. So, instead I lost several hours... NOT thank you Apple...
