Upgrading from Sierra to Big Sur.

I'm trying to upgrade my macOS on from Sierra (it's an old company machine) to Big Sur. But each time I download and go to open a DMG, I'm told that I need 10.13 to install the next version. Even with 10.13.03. Why can't Big Sur or Catalina upgrade from Sierra to the newest version?
