Personal hot spot not working with iPad

My hot spot on my iPhone use to work perfectly with my iPad over wifi but recently it doesn't work at all. Whether it is wifi or bluetooth connected my hot spot is unable to start. I have tried restarting both devices, turning on and off hot spot/bluetooth, resetting network connections, and unpairing my devices but nothing seems to work.
