Transferring info
My sister’s iPad was destroyed. We have her Apple ID and password, will we be able to access her photos and banking info, etc. if I set her up on an old iPad of mine?

If the iPad will not power-on - and boot normally - then no data can be recovered from the iPad. The iPad has an encrypted filesystem; unless the iPad is running, data cannot be accessed or recovered.

“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.
An alternative is to backup and restore using either an iCloud or iTunes backup to a replacement device:
