My pictures from my Iphone 11 download to my HP laptop computer with only 60 to 65% of my pictures... the other pictures are on "syncing until an "icloud error OX800701AA" comes up.
I want to OPEN UP ALL OF MY PICTURES that go to my ICLOUD account that I have on my phone and on my laptop computer.

It sounds like you're seeing an error when attempting to download photos from iCloud. We can understand wanting to get that resolved. We want to help.
We'd recommend first restarting your PC and iPhone to see if that helps.
If that doesn't resolve the issue, we'd suggest connecting your PC to a different internet connection to see if that changes anything.
