I am trying to transfer all of the info from my old iPhone XR to my new 12 Mini. It says (on the new phone) that it is updating the software. It has "install now" in very dim writing with the circle going round and round next to it. It has been almost two hours. The 12 is plugged in, the phones are right next to each other and both are connected to WiFi. Is something wrong or does it just take this long?

Perhaps. But it’s likely worth segregating the activities.
To do that, force restart the new iPhone as follows:
Upon restart, perhaps one of the activities will resume. If not, get the software update completed before doing anything else.

It sounds like you are performing at least two major tasks simultaneously.
