Do I need to transcode a video file?

A video .ts file whose thumbnail runs perfectly on my Desktop won't open with VLC.

I've downloaded latest VLC and it's offered as the Open With default option when I click the file. First time I've experienced this problem - always worked well in past. Any helpful suggestions much appreciated.
