When using google Duo or WhatsApp, Front camera is fine, Facetime reverse is fine. I have uninstalled the google duo app and reinstalled it. Still shaky in reverse mode. I have google duo on my samsung tablet and the reverse is fine. This is only on my Iphone 10xr.

Some people refer to the front-facing camera as the FaceTime camera or the selfie camera. The main camera on the back side of the device (i.e., on the side opposite the screen) is the rear-facing camera.
Given the steps you've already taken, this appears to be an issue with that specific third-party app. You'll want to work with the developers of that app moving forward.

The first thing you'll need to do is isolate this. Do you have the same issues when using the front-facing camera in a native iOS app such as Camera or FaceTime?
If these apps work as expected and the issue is isolated to 3rd-party apps, start by making sure the apps are up-to-date. If they are already updated or if an update does not resolve the issue, consider removing the apps from your device and reinstalling them.
Redownload apps and games from Apple
If the behavior continues, you'll want to work directly with the support teams for the apps that are exhibiting this behavior.

Apple support. Not sure what you mean by Front facing Camera. The issue is when I am looking at my screen with camera and I hit the "reverse" button to use the camera on the BACK of the phone. If that is what you call Front facing, then fine, otherwise to me it is the "Back side" camera
I have done as much trouble shooting I can.
Iphone 10XR, reverse camera is "shaky" when in use.
